The UN should arrange, as US forces leave, for an international group of peacekeepers and negotiators from the Arab countries to bring together Shiites, Sunnis and Kurds, and work out a solution for self-governance that would give all three groups a share in political power. Simultaneously, the UN should arrange for shipments of food and medicine, from the United States and other countries, as well as engineers to help rebuild the country.

Where were the peacekeepers? Where was the UN? Why was the entire world ignoring Saddam's attack upon his own people? Were we Kurds considered so unworthy, so disposable? I longed to stand at the top of the mountain and shout out, Where are you, world? Where are you ?
I think fundamentally the bigger question is, what are we expecting peacekeepers to do? Are they actually, as the traditional conception would have it, keeping peace, in which case they're not there to actively intervene and stop violence? When we send them into these places, do we expect they will respond forcefully?
We send our [peacekeepers] off to some disputed zone, full of local intrigue and power blocs and uncertainty and danger, and they are supposed to save lives not with their weapons, but through their competence and their character. And they do it.

Peace is a fulltime job. It's protecting civilians, overseeing elections, and disarming ex-combatants. Peace, like war, must be waged.
Peace is not just a colored ribbon. It's more than a wristband or a t-shirt. It's not just a donation or a 5 K race. It's not just a folk song, or a white dove. And peace is certainly more than a celebrity endorsement. Peace is a fulltime job. It's protecting civilians, overseeing elections, and disarming ex-combatants. The UN has over 100,000 Peacekeepers on the ground, in places others can't or won't go, doing things others can't or won't do. Peace, like war, must be waged.
For all the civilians saved thanks to the presence of peacekeepers, there have been those who were lost - the United Nations personnel who sacrificed their lives for a noble cause. Even as we mourn our fallen colleagues, we are all uplifted by their unflinching commitment and are inspired to strive even harder for the collective cause so eloquently envisaged in the United Nations Charter: a world free from the scourge of war.
There's no district 12 to escape from now, no Peacekeepers to trick, no hungry mouths to feed. The Capitol took away all of that, and I'm on the verge of losing Gale as well. The glue of mutual needs that bonded us so tightly together for all those years is melting away.

Most of the Peacekeepers turn a blind eye to the few of us who hunt because they're as hungry as we are for fresh meat as anyone. In fact, they're among our best customers.

We will have to rebuild America's image around the globe.
